Fair Housing Services
Housing discrimination on the basis of race, religion, color, sex, national origin, familial status, disability or source of income in the rental, purchase and sale of real property is illegal. Our Fair Housing Unit investigates and attempts to resolve these complaints. It also acts as a resource to renters, property managers and owners concerning laws which prohibit housing discrimination.
Employment Discrimination Services
Discrimination in the workplace on the basis of race, color, national origin, gender, religion, age, disability, pregnancy and childbirth is illegal. Employment Discrimination Unit personnel investigate complaints and enforce these laws.
Boiler and Elevator Safety Services
Defective boilers, pressure vessels, elevators or escalators can be very dangerous. Regular inspections are done by the Boiler and Elevator Safety Division. They also provide education to the management and owners of buildings with these items in order to reduce the chance that citizens are harmed by malfunctions or explosions of this kind of equipment.
Office of Coal Mine Safety
Following the Crandall Canyon Mine Disaster, where six mine workers and three rescue workers died, an executive order established the Utah Mine Safety Commission which in turn recommended the creation of this office. The mission of this office is to maximize coal mine safety and provide for effective coal mine accident response.
Coal Miner Certification
The following coal mine jobs are certified through a testing program:
- Underground Mine Foreman
- Surface Mine Foreman

Tests are administered quarterly and two retests are available.
Services to Resolve Your Injury Concerns
Our staff works closely with injured workers, adjusters, physicians, and employers in resolving injury issues or concerns. We do this by ensuring injuries are reported by employers and physicians guiding injured workers through the claims process and providing mediation services when needed. Education and outreach is a vital function of our public service, offering opportunities for injured workers, physicians and adjusters to be educated on Utah processes and rules.
Oversight of Workers' Compensation Insurance Compliance
Employers must maintain workers' compensation insurance or be subject to possible penalties. Eligible individuals may apply to receive a waiver of workers' compensation coverage. Overseeing policy reporting requirements by carriers writing workers' compensation policies is done to ensure timely and accurate policy reporting.
Occupational Safety and Health Services
Complaints about hazards and unsafe situations at workplaces that are causing or are likely to cause death or physical harm are handled by this Division. Working in conjunction with federal OSHA, they investigate workplace accidents and complaints, as well as providing education and technical assistance to employers in evaluating ways to correct unsafe situations before they become problems.
If disputes arise from Workers' Compensation claims, penalties assessed by the Labor Commission, or discrimination investigation decisions, they are heard in formal administrative hearings in a courtroom setting located in the Labor Commission offices. Seven administrative law judges are available to hear appeals of Labor Commission decisions and penalties.
